National Agricultural Research Institute (NARI)
The National Agricultural Research Institute (NARI) is a statutory body established under the NARI Act (1996) reporting to the Ministry of Agriculture. NARI is the leading organisation conducting and fostering applied scientific and development-oriented research in agriculture. NARI’s work supports the smallholder sector, food security, rural and national economic development and natural resource management in Papua New Guinea (PNG). NARI is also responsible for providing scientific, analytical, diagnostic and advisory services to the agriculture sector. NARI’s services are provided from research centres located at the Headquarters and Momase Regional Centre located at Bubia outside Lae (Morobe), Aiyura (EHP), Tambul (WHP), Laloki (Central), Keravat (East New Britain) and Kilakila (NCD).
Applications are invited from suitably qualified and experienced persons for the following positions:
The Institute seeks to recruit a Principal Scientific Officer – Agronomist/Breeder (Rice & Grain). Position is based at NARI Momase Regional Center in Bubia and is open to National and International applicants. The incumbent will report directly to the Research Team Leader /Director – Agriculture Systems.
Key Responsibilities:
- Research Proposal and Report Submission: Provide timely submission of research proposals, budget, and scientific reports.
- Experimental Implementation: Design, implement and monitor field experiments and agronomy activities according to the institutes Research & Development plans and timelines.
- Publication Output: Publish scientific paper or publications annually.
- Data Quality: Oversee data collection and analysis, ensuring rigorous scientific methodologies are employed to support findings.
- Research Management: Lead and manage advanced research projects focusing on crop physiology, soil health, and sustainable farming practices.
- Team Leadership: Provide leadership and mentorship to subordinates, fostering a culture of innovation and scientific excellence.
- Project Management: Timely and within budget execution of programmed activities.
- Compliance: Adherence to the institutes policies, procedures and relevant legislation.
- Policy and Impact: Collaborate with industry stakeholders, government agencies and other private sector organizations to disseminate research findings and influence agricultural policies.
Required Qualifications:
PhD or Masters Degree in Agriculture or Science with at least six(6) or more years of research experience at an exceptional level in PNG or in other developing country’s agricultural development projects.
The Institute seeks to recruit a Principal Scientific Officer – Value Chain & Marketing Economist. This position is based at the NARI Head office in Lae and is open to National and International applicants. The incumbent will report directly to the Director – Scaling Innovations:
Key Responsibilities:
- Research Reports & Publications: Track the quality of high quality, evidence based reports, studies and articles produced on value chain analysis and marketing economics.
- Depth and rigor of analysis: Evaluate the thoroughness, accuracy and sophistication of the economic models and analytical frameworks used in research.
- Development of new methodologies: Measure the innovation and creation of new analytical tools or frameworks for value chain and market assessment.
- Contribution to strategic planning: Contribute to on-going assessment of needs and opportunities, scoping of Institute, program and project portfolios, setting of priorities for priority research portfolios.
- Identification of Market Opportunities and threats: Evaluate the economist’s ability to identify emerging trends, gaps and risks in specific markets and value chains.
- Quality of Market Intelligence reports: Measure the clarity and relevance of information provided on market dynamics, consumer behaviour and competitive landscape.
- Effectiveness of advisory Services: Provide technical advice to management and stakeholders.
- Facilitation of market access and trade: Track how the economists work contributes to creating or improving economic opportunities for small holder farmers.
- Improve Value Chain Efficiency: Measure outcomes such as reduced costs, improved efficiency pr enhance competitiveness with in specific value chains.
- Research Management: Efficient utilisation of allocated manpower, equipment and financial resources to achieve targets.
- Leadership: Provide supervision, management and guidance to economics staff and research teams.
- Project Management: Timely and within budget execution of programmed activities
- Compliance: Adherence to the institutes policies, procedures and relevant legislation.
Requirements:
- A minimum of a Master’s degree in Agricultural Economics, Agribusiness / Agriculture, Agro-Industry or related field and at least six (6) years experience in research for development. Possession of a Doctorate degree (Ph.D.) will be an added advantage;
- Demonstrable experience of working well in teams within professional and organisational matters;
- Broad knowledge of agricultural commodity value chains,
- Excellent written and verbal communication skills in English,
- Experience with data analysis software such as STATA, SPSS or similar packages
The Institute seeks to recruit two (2) Principal Scientific Officers – food crops. These positions are based at Islands Regional Center in Kerevat and Southern Regional Center in Laloki. This positions are open to National and International applicants. The incumbents will report directly to the Research Development Coordinators:
Key Responsibilities:

- Must have previous experience working in agronomy or plant breeding
- Must have experience in experimental designs, statistical designs, statistical analysis and participatory research methods.

The Institute seeks to recruit Senior Scientist – Breeder. These position will be based at Islands Regional Center in Kerevat and Southern Regional Center in Laloki and this position will report to the Research Development Coordinators.

- Breeding Improvement: Develop and improve breeding lines or varities for specific traits.
- Breeding Efficiency: Provide measurable rates of successful breeding events, birth rates, or the efficiency of converting breeding inputs into desirable offspring.
- Genetic Gain: Quantifiable Improvements in the genetic potentials of the breeding stock over time for key traits.
- Research Proposal and Report Submission: Timely submission of research proposals, budget, and scientific reports.

The Institute seeks to recruit Center managers for its operations in Momase Regional Center in Bubia and Southern Regional Center in Laloki. These positions are responsible for managing centre operations and provides leadership at the Centre level in strategic and operational planning. The incumbent will directly report to the Research Team Leader on a daily basis on operational matters at the centre level and functionally reports to the Director Institutional Services & Systems.
Key Responsibilities:
- Center Planning & Implementation: Develop and implement centre management plans and land use.
- Monitoring & Evaluation: Monthly reporting and ensure positive visibility of NARI research facilities, fields and livestock areas at all times.
- HT Management & Development: Management of center administration and ancillary staff. Ensures staff are in compliance to NARI Management standards at all times.
- Resource Management & Development: Maintain all research facilities including farm machinery are in good order.
- Financial Management: Development of Center Management plans and Budgets. Ensure that all financial management procedures are complied to at the research center.
- Community Relations: Maintain good relationships with surrounding communities and stakeholders. Promote NARI visibility.
- Center Security & Governance: Maintain peace and good order at the centre.
- Leadership: Provide and maintain leadership and good governance at the centre.
Job Requirements:
The position requires someone with the following required skills and qualifications:
- A minimum of a Bachelor’s degree in agriculture or related field with at least five (5) years work experience in agricultural research, and farm or center management.
- Must have previous experience working in farm management.
- Must have experience in resource management and development-oriented

The Human Resources Manager will be based at the Head Office at Bubia in Lae, Morobe Province and reports directly to the Director Institutional Services & Systems.
Key Responsibilities:
The person we seek to recruit will support and facilitate the:
- Organisational Planning, Development and implementation: Develop and implement HR strategies and initiatives aligned with the Institutes Strategy and Result Framework. Aligns workforce capabilities with the institutes objectives by taking the responsibility of designing a structure that ensures efficient operations and supports strategic goals.
- Human Talent Mobilisation and Deployment: Collaborates with senior leadership to understand the organisations goals and strategy related to staffing, recruiting, and retention. creating and managing programs that help employees develop their skills and advance in their careers while meeting the institute’s objectives.
- Staff Contracts, Compensation and Benefits Management: Manage staff contracts and handles employee benefit administration by ensuring the institute takes care of its employees and offer competitive salaries and a satisfactory benefits package.
- Performance Management, Training and Development: Oversee talent management cycles and process to include workforce planning, talent reviews, performance management, succession planning and learning management.
- Staff Welfare: Provide welfare facilities and programs for the employees betterment and well-being.

Ensures that all staff activities and operations are performed in compliance with the NARI Management standards and other applicable labour laws. Job Requirements:
The ideal qualified person we seek to recruit must have:
- Degree in Human Resources Management, Industrial and Organisational Psychology, Business Administration, or equivalent from a recognised institute.
- Must have a minimum of five (5) to ten (10) years of work experience in similar role
- Posses excellent verbal and written communication skills to convey complex information clearly and concisely.
- Must possess good interpersonal skills to build strong relationships with employees, senior managers and external stakeholders
- Must be well vest with the employment laws and general orders.
The Human Resource Officer will be based at the Head Office at Bubia in Lae and will report directly to the HR Manager. The incumbent will perform role in general HR administration supporting recruitment, training and performance management programs throughout all NARI Centres.
Key Responsibilities:
- Performance Management: Coordination of documentation, and its collection and analysis of the staff Performance and Development Review.
- Contractual administration and monitor probationary periods for new appointments.
- Recruitment: Assist with recruitment and on boarding of new staff and coordination of induction programs.
- Training and Development: Coordinate staff training and development programs and liaise with external training bodies as required.
- Employee Relations: Attend to staff grievances to maintain a positive work environment.
- Personal Administration: Provide support in other general HR duties.
Job Requirements:
The ideal qualified person we seek to recruit must have:
- Diploma/Degree in Human Resources Management, Industrial and Organisational Psychology, Business Administration, or equivalent from a recognised institute.
- Must have a minimum of two (2) to three (3) years of similar work experience

Salaries and conditions are determined under the broad Public Service Framework and all of the above positions are contract positions that attract Special Domestic Market Allowance (SDMA) for citizens, Special International Market Allowance (SIMA) for non-citizens, Gratuity of 25% plus SDMA/SIMA and 15% of employer portion of superannuation contribution. The Institute provides return leave fair for an employee plus spouse and three (3) biological or legally adopted children under the nineteen (19) years of age every eighteen (18) months of continue service.
